Tourism E-commerce Development in Aceh, Indonesia

Country and region: Indonesia, Southeast Asia and the Pacific Region

Project date: 1/9/2007

Client: IFC PEP Pacific

This project was conceived by the IFC local office in Indonesia to come up with a feasible private sector development project in Aceh, Indonesia in the hopes of spurring new development after the devastating tsunami. It was understood that the site would take years to be commercially viable, but was a great demonstration project to show that tourism can really be a first step in conflict affected areas. The project was split into 3 phases:

Preparation of project: First an initial feasibility and scoping study was taken to estimate the viability of a portal in the destination and how to best segment the destination. Next a portal business plan was developed with financial projections and recommendations for length of IFC financial support.

Implementation of portal: A visit to the destination was undertaken to brief the tourism industry through a number of spot assessments of suppliers (visual checks) and conducting industry awareness workshops. Then a search for the local whl.travel marketplace operator (MPO) was conducted through a public tender process including  one-on-one interviews. Once the selection was made face-to-face training of MPO took place on the use of WHL systems, working with SME suppliers, content collection and web marketing.

Ongoing reporting and virtual support
: The support to the development of the sites were agreed in the business plan for 12 months and included supervision of site development, assistance in loading content, sourcing and resizing photos. Additionally, regular progress reports to were made to the IFC facility.

The end result of the project was the launch of the site www.aceh-hotels.com/http://www.aceh-hotels.com/
