Tourism Cluster Competitiveness Project Design

This project marks the beginning of the WHL Consulting story. Zachary Rozga worked with the Private Sector Competitiveness Project to scope and design the World Bank’s assistance strategy to the Tanzania Government in the tourism sector. The primary activity of this assignment was to identify system issues that were limiting the growth of the Tanzania tourism sector and to design a series of activities that would address the identified issues.

The primary issues identified in the Tanzania hospitality sector:
  • High levels of variability of the quality of indigenously owned tourism product 
  • Low levels of quality content
  • Limited understanding of e-commerce
Zachary then designed the project workflow, activities, indicators and monitoring and evaluation mechanisms for the identified activies which have now become the WHL Consulting Market Access Program. Once the activites were designed Zachary assisted the Private Sector Competitiveness Project to begin the initial activities in the tourism industry cluster by selecting consultants to carry out the Market Readiness Assessments and Content Collection Exercises.

This project spawned the Tanzania Market Access Project and was accompanied by the Tanzania SMART Program implementation.
