Tourism Sector Diagnostic Tool

A team from WHL Consulting worked with the IFC Pacific Advisory Services Department. During the past year, the Pacific and Mekong tourism teams have led the development of a Tourism Sector Diagnostic (TSD) tool to systematically identify a country’s key impediments to sustainable development of the tourism sector, in order to prioritize solutions that IFC can deliver under future projects.  Comprising a hierarchical framework of 3 drivers, 18 factors, 60 indicators and around 280 measures, the tool has been designed to use qualitative and quantitative data to develop an assessment ‘scorecard’ based on the framework. WHL Consulting was contracted to provide insight on how to implement the tool in the field, build the technical database, and deliver training on the use of the tool.

The tool was created in an online relational database that can be remotely accessed by field operators and managers. Due to the fact that the majority of implementations of the tool will take place in developing countries where Internet access will be limited, WHL Consulitng also built a tool that allows for users to download the database onto a laptop or netbook and to conduct the surveys offline and then replicate with the central server whenever possible.
